Given the recent floods in areas that will flood again, I propose every rebuilt home will have a copula that can be accessed up through the roof via drop down ladder from within the home. The copula will contain bottled water, towels, blankets, dried foods and perhaps canned baby formula or whatever. This will provide many extra feet of safe space as flood waters rise within the home.
The copula will be accessed through the inside of the home and will have an escape door out to the roof with some sort of railing and rope ladder for escape down the roof should that be necessary.
It will also have a battery ready radio and flashlights with batteries.
Additionally, it will be equipped with signs to help rescuers to immediately know the status of that household.
ALREADY LEFT PREMISES
This unit would provide protection from the weather while waiting for rescue and would be much safer for a family than sitting out on a roof awaiting rescue. The purpose would be to save lives and yet can be designed to fit a homes architectural design with different styles and colors.
